Public Services
Notaries
The Consular Section is open for notarial services from Monday through Thursday. A consular officer performs notarial services customarily provided by a Notary Public in the U.S. and certifies true copies, and also authentications. Please note that a consular officer cannot witness a will. Note also that a consular officer cannot certify that documents are valid or the statements made are true. He or she can attest only to the oath taken by the person making the statements or presenting the documents. A consular officer has the right to refuse to perform a notarial service when he or she has reason to believe that the document(s) will be used for a purpose patently unlawful or not in the interests of the U.S. government.
Documents can be notarized at the Consular Section of the Embassy between 2:00 p.m. and 4:00 p.m. for U.S. citizens. A person requiring notary services must satisfy the consular officer of his or her identity, that the documents can be notarized, that the person is requesting the service voluntarily and that the person understands the purpose of the document(s).
